Made of pressed metal, this is rather elegant in shape. The gallery round the top is pierced and the bowl is stepped in design. Bowl and foot are held together with a small bolt. It is very light, so I believe made of a tin-based metal and possibly chrome plated.  Marked 'Celtic Quality Plate Made in England'. Possibly 1950s?
